By which I mean that combo attacks could combine signature spells, like PoC's Phoenix Talon, and use them to devastate whoever.

I see what you mean PoC, however the fact that after it is used that the two that performed the attack can't do another team attack until a designated time says to me that there isn't much wrong with this concept. Yeah course you may completely obliterate an enemy, but it should pretty much completely reduce your MP to nothing and it can only be used when hp is low(which I think "low" should be defined as the two character's hp equating to 30 or below to make it harder to use. I also think the "designated time" should be when they have had 2 battles after they've used this attack with either the same enemy or an enemy with the same stats, or 10 battles with a weaker enemy)

Higher levelled enemies can take a hundred HP with a basic swing. Maybe something like 15% of health, and that's assuming that the health limit is a good idea. I agree with the mana reduction though.
EDIT: You also need to consider team size. A basic party can hold up to five members, which means there can be two combo attacks and a fifth member with backup spells or healing.

Hmm I see. 15% Sounds good to me then.

edit: True that, but that shouldn't mean that team attacks are completely unavoidable( UNLESS it's a high accuracy attack, but to be fair it should be weaker than average team attacks).

Ok, I'll sprite an example of a Team Attack. Let's see what the people think. I'll use Scarlet as a partner, just for the sake of demonstration.
